YES ON PROPOSITION 35

Proposition 35 is also a special interest initiative, placed on the ballot by large engineering corporations, but it is much less offensive. It would amend the state constitution to allow state and local governments to contract with private engineers and architects for design services now usually performed by state employees. Governments can already do this, but only if the work is temporary or the agency doesn't have the ability to do it.

Opponents of the measure argue that it will open the door to corruption. We do not doubt that this may occur once in awhile, as it can in any contracted job. But corruption is not rife in construction projects that are contracted out, and there is no reason why it should be more so with design projects. Most states do allow such contracts. So long as they remain simply an option, and not an invariable procedure, there is no reason why they need add cost and delay. In some cases they may reduce these.

Proposition 35 would add an option to those already available to public agencies, and we see no reason to oppose it. We suggest a Yes vote.
