PROPOSITION 35 -- YES

Anyone who has spent several hours per day in gridlocked freeway construction zones will welcome the opportunity to get the job done in a timely and cost-efficient manner. Prop. 35 promises to do just that, allowing private engineering and architectural contracts for public works projects. This worked well under an emergency resolution enacted by Gov. Wilson after the 1994 Northridge earthquake which resulted in the quick repair of the Santa Monica (10) Freeway. Private sector engineering contracting could save taxpayers $2.5 billion annually and create 40,000 jobs over the next 10 years. Perhaps the next step should be opening up construction work to the private sector as well.
