Proposition 35: Current law severely limits the extent to which the state can contract out architectural and engineering services for public construction projects. The result is that Caltrans gets most of the jobs, which causes state construction projects to stretch out endlessly and expensively. Proposition 35 would allow the private sector to step in where it can do the job cheaper or faster.

The Daily News endorses a yes vote because taxpayers deserve a better return on their dollar.
