This measure would allow state and local governments to hire private firms for engineering work. The real target of Prop. 35 is Caltrans, whose engineers have litigated their way to exclusivity when it comes to design work done on behalf of the state. In reality, Prop. 35 simply reopens the field of competition, and thus has the potential of saving tax money and improving the quality of service. The News-Press recommends a "yes" vote on Prop. 35.
